Principal Secretary for Devolution Teresia Mbaika held a meeting today with the Senate Standing Committee on Devolution and Intergovernmental Relations, focusing on the State Department's mandate and underscoring the Senate's role in advancing the Second Kenya Devolution Support Program (KDSP II).
The KDSP II initiative is designed to help counties improve resource management, ensure fiscal responsibility, and enhance transparency, aiming to bolster citizen engagement in governance. Speaking during the session, PS Mbaika emphasized the progress achieved under Kenya's devolution system, highlighting the enhanced access to critical services such as healthcare, education, and infrastructure at the county level.
"We are committed to fostering a seamless partnership between national and county governments, grounded in respect, collaboration, and mutual accountability. This will ensure that devolution fulfills its potential as a catalyst for development," she stated, stressing the Senate's role in mediating resource distribution and promoting intergovernmental cooperation.
Senate Committee Chair Sheikh Mohamed Abbas echoed these sentiments, noting the committee's shared mandate with the State Department in protecting devolution and advancing intergovernmental relations. "The core objective of the KDSP is to strengthen county performance in financing, resource management, and service delivery, essential for achieving devolution's promise," said Abbas.
He also acknowledged the World Bank's support of the KDSP initiative and affirmed the committee's commitment to ensuring the program's success. Through KDSP, Kenya aims to set a robust foundation for county governments to deliver services efficiently, making devolution an impactful force for development across the country.
