The County Assemblies Forum (CAF) leaders have called on the national government and the Senate to fast-track measures to guarantee financial autonomy for County Assemblies. This appeal was made during a Special General Assembly meeting held at the Kenyatta International Convention Centre (KICC), Nairobi, bringing together Hon. Speakers, MCAs, and other leaders from across the country.
Speaking at the event, CAF Acting Chairperson and Machakos County Assembly Speaker Hon. Anne Kiusya emphasized the urgent need for independent financial management in county assemblies. She noted that the current state of affairs continues to compromise their legislative, oversight, and representation functions due to inadequate funding.
"The funds allocated to County Assemblies remain insufficient for their effective operations, thereby hindering service delivery. We urge the Head of State and the Senate to expedite necessary measures to ensure financial autonomy for County Assemblies," Hon. Kiusya stated in a press briefing after the meeting.
The forum also discussed the County Allocation of Revenue Act (CARA) and the distribution of funds to County Assemblies, with leaders expressing concerns over delays and inefficiencies in the current system. Among the notable attendees was Murang’a Governor H.E. Irungu Kang’ata, alongside various County Assembly Speakers and Members of County Assemblies (MCAs).
Hon. Kiusya also extended gratitude to Nairobi Senator Hon. Edwin Sifuna, who was the chief guest, and all other leaders who honoured the invitation to discuss this crucial matter affecting devolution.
CAF remains committed to advocating for financial independence to strengthen the role of county assemblies in governance and service delivery.
