"Let the Finance Bill Reflect the People's Priorities" – DG Francis Mwangangi

Machakos Deputy Governor Francis Mwangangi has urged the national government to craft the 2025/2026 Finance Bill in a way that aligns with the needs and aspirations of ordinary Kenyans.

Speaking during a multi-stakeholder forum on the proposed bill, DG Mwangangi emphasized that the people are not opposed to taxation but are concerned about the value they receive in return.

“Let the Finance Bill reflect the people’s priorities,” he said. “Kenyans want their taxes to translate into improved services, more jobs, and meaningful development.”
He noted that discussions during the forum revealed a strong desire among citizens for the government to channel more funds into key economic sectors with the potential to generate opportunities and uplift livelihoods.

DG Mwangangi also stressed the importance of upholding the constitutional provision that mandates 15% of national revenue be allocated to counties. With a proposed budget of over Ksh 4 trillion, he said, devolved units must get their rightful share to ensure equitable development and the full realization of devolution.

“The architects of the 2010 Constitution envisioned a nation where development is felt at every corner. That dream can only be achieved if counties are well-resourced,” he added.
Corruption was another dominant theme during the discussions. Participants called on national leaders to strengthen accountability mechanisms, fight graft decisively, and restore public trust in institutions.

In his closing remarks, Mwangangi reiterated that the public is not against the Finance Bill per se, but they demand a transparent and responsive government that prioritizes their welfare.

The forum served as a clear reminder that citizens are keenly following fiscal policies and are ready to voice their expectations as stakeholders in national development.
